A middle hole formed by an upwards turned edge is arranged at the bottom of a cup body, the upper portion of the cup body is provided with a cup mouth outwards turned edge, the rubber outer washer is mounted in an annular hole formed by the cup mouth outwards turned edge of the seal cup, the rubber inner washer is installed in the middle hole at the bottom of the cup body of the seal cup, the bottom of the rubber inner washer is stepped and conical, the plastic short valve stem is mounted in the rubber inner washer, and the lower end of the plastic short valve stem is provided with a material flow hole while the top end is provided with a spraying hole.
